I've now only being using the "Sit" command, and he's now sitting perfectly until directed otherwise.

I have a 16 week old springer, I'm currently doing basic obedience training.

It's not the worst issue to have, however when I tell the pup to stay he lies down until I tell him otherwise. So he does stay, just not sitting.

How can I get the pup to sit and stay, as opposed
to lie and stay.

No, he hasn't been castrated.

He's still nervous around other dogs, however he does now show interest in other dogs but as soon as they return the interest he backs off. He hasn't had any negative experiences with other dogs.
