I'd give Nomad a thumbs up. I find it is better than most stuff like Paramo etc. because it is silent. if noise isn't an issue then Arktis is top notch (Lots of military types use it instead of 'issue' kit).
Best value for money by a mile is a set of army surplus goretex jacket (£20), and trousers (£10)! Real Goretex, and squaddy-proof!
